Billionaire Terry Gou Tai-ming, who is a Kuomintang candidate in Taiwan's 2020 presidential election, has proposed spending NT$10bn ($321m) in a special insurance company for people with physical and mental disability who are unable to buy insurance because they cannot afford to do so or because they are rejected by insurers.
