Malaysia:Measures to make insurance affordable for low and middle-income households

Starting 1 September 2025, recipients of Sumbangan Tunai Rahmah (STR) can also claim a MYR30 voucher, subsidised by the Malaysian government, to help finance part of the cost of affordable insurance and takaful products with an annual premium or contribution of at least MYR50 under the Perlindungan Tenang Voucher 3.0 (PTV3.0) programme.

The STR cash aid programme was launched In August 2025 and distributes payments to approximately 8.6m Malaysians belonging to the low and middle-income households and facing cost-of-living challenges.

The new scheme for subsidised insurance scheme has been launched in partnership with the insurance and takaful industry and the government has allocated MYR60m in 2025 for this purpose.

Malaysian Prime Minister and Finance Minister YAB Dato’ Seri Anwar Ibrahim said, “PTV3.0 reflects the MADANI Government’s commitment to meet the Ekonomi MADANI’s objective of elevating the rakyat’s living standards, for a nation can only rise when every household is protected. This is about restoring dignity and resilience across all segments of society.”

He said, “With PTV3.0, the MADANI Government is determined to expand access to all layers of society — ensuring that peace of mind is not reserved for the select few.”

To ensure that this targeted aid reaches those truly in need, the Ministry of Finance (MoF) will implement identity verification protocols for PTV3.0 to safeguard the integrity of enrolments.

STR recipients may confirm their eligibility and refer to the PTV3.0 FAQ at www.myptv.my, or visit any authorised agent, distributor, or outlet of participating providers.
