Hong Kong:Steps to bring in transparency in healthcare costs and retirement security are a welcome step

The commitments on making private healthcare costs clearer and protection of retirement savings as the population ages, in the 2026 Policy Address and Hong Kong's first Five-Year plan for Economic and Social Development (2026-2030) will benefit millions of Hong Kong people, according to the Actuarial Society of Hong Kong (ASHK).

The ASHK in a press release issued on 18 September 2026 said it is happy to see that the priorities discussed for the current year have been taken forward.  

Clearer prices, better-connected care

Under the 2026 Policy Address, the Government will enhance fee transparency in private healthcare through proposed regulations and the introduction of a code of practice. Expansion of the Primary Healthcare Co-care Network and further development of eHealth+, alongside broader medical record sharing under the "Healthy Bay Area" initiative, should also make it easier for people living and working across the Greater Bay Area to get consistent care. 

Keeping more of your pension, caring for an ageing population

The Policy Address's commitment to advance MPF Full Portability will let workers keep their whole pension pot when they change jobs, rather than losing value across multiple scattered accounts. Also, plans to expand the Elderly Health Care Voucher GBA Pilot Scheme, grow the Residential Care Services Scheme and the First Five-Year Plan extends portable cash assistance to retirees living across the boundary should make it easier for older Hong Kong residents to access care wherever they choose to live. 

The press release said these measures move in the direction ASHK highlighted in its proposals on retirement protection and the silver economy. ASHK welcomes MPF Full Portability as a real step forward and notes the bigger gap it does not solve helping people turn a lifetime of savings into steady income that lasts as long as they do. 

ASHK also welcomes the cross-boundary elderly-care commitments and calls for consistent quality and consumer-protection standards so that retirees are equally well protected wherever in the GBA they choose to live.

ASHK President Mark Saunders said, “These are real steps towards a Hong Kong where people can plan for a long life with confidence. Price transparency should mean patients finally know what care will cost, and MPF Full Portability lets workers keep their whole pension when they change jobs.

“The harder task is still ahead: making sure people can turn their savings into steady income for life, not just a lump sum. ASHK will keep providing the independent analysis to help get there.”

ASHK Chairperson of the Public Policy Committee Simon Lam said, "By encouraging better retirement preparation and improving access to healthcare and elderly support services, these initiatives can strengthen financial resilience and quality of life for Hong Kong residents. ASHK will continue to provide independent actuarial expertise to help shape sustainable long-term solutions."
