The Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the law on health insurance issued by the Government of Vietnam in July this year has received wide-spread support from the majority of people, especially from parents and students.
One of the major tasks of the new decree on social insurance sector is about disseminating information about country’s health insurance policies to the general public and students in particular. In the new academic year for schools (2025-2026), the Can Tho City social insurance sector will coordinate with local authorities and functional agencies, especially schools in the area to promote propaganda work, striving to complete the target of 100% of students participating in health insurance by 30 September 2025.
The new regulation mandates that the state budget will support at least 50% of the health insurance premium for students, instead of 30% as before. Specifically, each student only needs to pay VND52,650 month (a reduction of nearly VND21,000 compared to the old participation rate).
For annual participation, each student only needs to pay VND631,800 (a reduction of about VND253,000 per year compared to the old participation rate). Students pay health insurance to the educational institution (where they are studying) according to the fiscal year and can choose the method of paying every 3 months, 6 months or annually.
Not only students, but many other groups are also supported with at least 50% of the health insurance premium, including: village and hamlet health workers and village and hamlet midwives; people participating in the security and order protection force at the grassroots level; people working part-time in villages and residential groups; people awarded the title of People's Artist, Meritorious Artist.
The new Decree 188/2025/ND-CP also expands support policies for other vulnerable groups: near-poor households residing in poor communes are supported with 100% of the premium; ordinary near-poor households and ethnic minorities in communes that have just escaped from difficult areas are supported with at least 70% of the health insurance premium, applicable for 36 months from the time the commune is reclassified.
According to Tho Lai Social Insurance deputy director Ly Quoc Viet the new policy on health insurance clearly demonstrates the humanity of the party and the state with the motto "no one is left behind".
Currently, participating in health insurance is not only the right and responsibility of each student, but it also contributes to educating the spirit of mutual love and support for the younger generation.
In this new school year, Can Tho City Social Insurance will deploy and implement stock booth for propaganda, consultation, and answering questions about health insurance policies for students. At these booths, social insurance officials will provide information and answer questions about health insurance policies for students for parents, students, teachers, and school staff. At the same time, this will raise awareness about the rights and responsibilities of participating in health insurance; support schools in propaganda and mobilising students to participate in health insurance fully and on time.
