Vietnam:Unemployment insurance fund projected to reach nearly US$2.55bn in 2025

After reviewing the payment plan and financial stability of the Unemployment Insurance Fund, the Ministry of Home Affairs projected that both revenue and the fund's balance will remain positive for the 2023-2025 period.

This year, participation is expected to reach around 16.6m workers, up by 1.8m from 2023. The average salary used as the contribution base is anticipated to rise to VND 6.7m ($264), compared with VND 6.1m in 2023, largely driven by wage adjustments.

Expanding participation and higher average salary contributions are expected to boost the Unemployment Insurance Fund, resulting in a projected surplus of nearly VND 67.4bn by the end of this year—an increase of VND 4.7bn compared to 2023. In 2023, revenue reached nearly VND 23.1bn, while total expenditure exceeded VND 22.9bn.

Revenue is projected to grow to around VND 25.68bn in 2024, with expenditure falling to just over VND 23bn.

In 2025, revenue is expected to reach VND 25.7bn, while expenditure may rise to nearly VND 27.2bn, leaving an anticipated year-end balance of approximately VND 67.4bn, ensuring the fund’s stability for the coming years.
