Philippines:National health agency waives penalty fees in the face of energy crisis

The national energy emergency in the Philippines is showing its impact on residents, with health insurance premiums a definite financial pressure. In response, the Philippine Health Insurance Corporation, or PhilHealth, its state-owned health insurance agency, has opened a one-time fine waiver for premium arrears.

The move was announced on 31 March after the issuance of Executive Order No. 110, which recognises the severity of the impact of the energy emergency on the livelihoods of the Filipino people. PhilHealth stated that this is a concrete measure to help employers, self-employed individuals, and other covered members settle long-standing contribution obligations and restore good standing with the National Health Insurance Programme.

In its official statement, PhilHealth encouraged the direct premium participants to take advantage of the elimination of the fine, advising the public to await official announcements for further details on implementation timelines and payment arrangement options, particularly for the self-employed sector.

According to the Philippine News Agency (PNA), PhilHealth is also currently reviewing the proposal to temporarily stop premium collection. However, until there is a further decision, the removal of fines is positioned as the fastest step that can immediately give participants breathing space.

PhilHealth said it is still coordinating with government economic managers and awaits further instructions from Malacanang regarding possible additional policies. The government is still preparing for possible additional steps if  economic pressure of the energy crisis gets heavier.

In the midst of this crisis, the agency is also ensuring that health benefits and services continue to run, in accordance with the mandate of the Philippines’ Universal Health Care Law.
