India:Supreme court questions why offline train ticket buyers can't buy accident insurance cover

The Supreme Court of India has asked Indian Railways to explain why train passenger accident insurance cover is not available for those buying train tickets offline.

Indian Railways offers an optional travel insurance scheme for passengers who book e-tickets for a nominal premium. This scheme provides coverage in case of train accidents and other untoward incidents as defined under the Railways Act.

This insurance scheme was introduced in September 2016 and the premium payable per passenger is INR0.45 (0.050 US cents). The death cover under this insurance policy is restricted to INR10,00,000 ($11,190).

According to a media report by Press Trust of India, the Supreme Court bench of justices Ahsanuddin Amanullah and K Vinod Chandran raised the query after being informed that the insurance cover — meant to safeguard passengers in the event of accidents — is currently limited to online ticket buyers. The bench directed the Additional Solicitor General Vikramjit Banerjee, appearing for the railways, to clarify the rationale behind this disparity.

The matter forms part of a broader judicial examination of railway operations and safety standards. The bench posted the case for further hearing on 13 January 2026. The Supreme Court has directed the railways to return with a considered response on the insurance disparity.
