Vietnam:Over 11.4m HCM city residents hold health insurance cards

Ho Chi Minh City recorded more than 11.55m participants in social insurance, health insurance and unemployment insurance in the first half of 2025, according to Vietnam Social Security (VSS).

The agency reported that around 3.91m people were enrolled in compulsory social insurance, while more than 91,400 opted for voluntary social insurance. Participation in unemployment insurance reached 3.83m.

Health insurance coverage remained the most extensive, with more than 11.46m residents holding valid health insurance cards.

Ho Chi Minh City’s insurance participation rate remains at a positive level, with about 58.6% of working-age residents enrolled in social insurance, over 56% in unemployment insurance, and more than 82% covered by health insurance, according to VSS.

However, participation has slipped compared to the end of 2024, with the number of insured individuals falling by more than 37,000. Officials say this highlights the need for more flexible and practical measures to sustain and expand coverage.

In response, Ho Chi Minh City Social Insurance has ramped up communication campaigns and broadened outreach to include groups such as individual business owners, in line with the new Social Insurance Law of 2024 which took effect on July 1, 2025. The agency is also strengthening coordination with local authorities, while increasing supervision and inspections to safeguard workers’ rights.
