Thailand:Regulator pushes key reforms including digitalisation and motor insurance upgrades

The Office of Insurance Commission (OIC) held a meeting with the insurance industry to advance reforms aimed at strengthening Thailand's mandatory motor vehicle insurance system and improving protection for road accident victims.

The discussions focussed on enhancing the effectiveness of the system and raising industry standards to keep pace with the digital era.

Four main areas were highlighted: building a more integrated insurance database system, increasing the use of digital technology to reduce paperwork, refining coverage rules to better reflect actual vehicle usage and strengthening road safety initiatives and victim protection measures.

A key focus during the meeting was the upgrading of the Compulsory Motor Vehicle Insurance Information System (CMIS), with the goal of enabling all insurers to submit data in real time by the third quarter of 2026. The OIC has instructed insurers to strictly follow data standards to improve accuracy, completeness, and integration with government databases.

The meeting also addressed efforts to reduce paper-based processes. All 35 insurers offering compulsory motor insurance are already able to issue electronic policies, with full adoption of e-Policies achieved. Between January and April 2026, more than 14m e-Policies were issued.

Another major proposal involves regulatory changes to align compulsory insurance coverage with the annual vehicle tax cycle. Draft rules are being prepared to allow policy cancellation conditions and ensure insurance validity matches vehicle tax payments, helping guarantee continuous coverage for all vehicles on the road.
